The Best AI Voice Tools: TTS, Speech-to-Text and Voice Agents

Voice is one of the most exciting areas for builders: natural text-to-speech for content, accurate transcription for apps, and voice agents that can hold a real conversation on the phone. The tools in our Voice rankings cover these jobs differently. Here is how to choose.
Three jobs, different tools
- Text-to-speech (TTS): turning a script into natural audio for videos, podcasts or app features.
- Speech-to-text (STT): transcribing audio or live speech.
- Voice agents: an AI that listens, thinks and speaks in real time, often over the phone.
ElevenLabs: the most natural TTS
ElevenLabs is widely regarded for natural-sounding TTS and voice cloning, with many voices and languages. It also offers a platform for building conversational voice agents. There is a free tier.
Best for: narration, content creation, audiobooks and any app where voice quality matters most. Only clone voices you have rights and consent to use.
OpenAI Realtime API: speech-to-speech for agents
The OpenAI Realtime API supports low-latency speech-to-speech interaction, so you can build voice agents where the model hears and responds directly rather than chaining separate STT, LLM and TTS steps. It is priced per use; see OpenAI's pricing page.
Best for: developers building custom, low-latency voice assistants.
Vapi: ship phone and voice agents quickly
Vapi is a developer platform for building voice agents, including phone agents, without wiring every piece yourself. It handles orchestration such as turn-taking and telephony, and lets you plug in different model and voice providers.
Best for: getting a phone agent (support, booking, qualification) into production quickly.
Deepgram: fast, accurate speech APIs
Deepgram provides fast speech-to-text and TTS APIs, with streaming transcription suited to live applications. It offers free credits to start.
Best for: transcription in apps, call analytics, captions and real-time pipelines.
Building a voice agent: the checklist
- Latency is everything. People notice delays in conversation. Test end-to-end response time, not just model speed.
- Handle interruptions. Users talk over agents; your stack must stop speaking and listen.
- Keep the agent's scope narrow and give it a clear handoff to a human.
- Disclose that callers are talking to an AI, and follow local rules on call recording and consent.
- Watch per-minute costs across telephony, transcription, model and TTS. See our AI API pricing guide.

Choosing a voice for your product
If voice is part of your brand, choose deliberately. Shortlist three or four voices, render the same 30-second script with each, and listen on phone speakers as well as headphones, because that is how many users will hear it. Check pronunciation of your product name and any technical terms; most TTS tools let you adjust pronunciation or spell words phonetically. Decide on pacing too: slightly slower than conversational speech usually works better for instructions.
Transcription tips
For speech-to-text, accuracy depends heavily on audio quality. Use a decent microphone, reduce background noise, and record at the sample rate the API recommends. If your domain has jargon (product names, medical or legal terms), check whether the provider supports custom vocabulary or keyword boosting. For meetings and calls, look for speaker diarisation (who said what) and punctuation features.
A minimal voice-agent architecture
A typical voice agent has five parts: telephony or WebRTC to carry audio, streaming speech-to-text, a language model that decides what to say and which tools to call, text-to-speech to speak the answer, and an orchestrator that manages turn-taking and interruptions. Speech-to-speech models such as the OpenAI Realtime API collapse several of these into one, while platforms like Vapi manage the orchestration for you. Start with the managed route, measure latency and cost, and only build custom pieces where you have a clear reason.
Logging and quality
Record (with consent) and review real conversations. Most problems are not model quality but missing instructions: callers asking things the agent was never told about. Turn those into prompt updates or tool additions each week.
Ethics and consent
Voice cloning is powerful and easy to misuse. Only clone voices with explicit permission, keep records of that consent, and follow each platform's rules. For outbound calling, check the laws that apply where your callers are.
